Amount of daily allowance

The level of earnings-related daily allowance corresponds to your salary, previous to your unemployment. Your earnings-related daily allowance consists of the basic part and the earnings-related part. The basic part of earnings-related daily allowance is 32,40 euros, which is the amount of the current basic daily allowance. The amount of the basic part is the same for everyone receiving earnings-related daily allowance. The earnings-related part of daily allowance is calculated according to your own income. The spouse’s income does not affect the level of daily allowance. The unemployment fund defines the daily salary, which the daily allowance is based on, according to your income. The earnings-related part is 45 per cent of the difference between the daily salary and the basic part (basic daily allowance). If your stable salary is larger than 3 078,00 euros, your earnings-related portion will be 20 percent of the difference between your daily salary. If you are the caretaker of children under the age of 18, the earnings-related daily allowance is paid increased with a child increment. You may also be entitled to an increased earnings-related daily allowance, in which case your earnings-related part is bigger than normally. The salary upon which the daily allowance is based on is always a little smaller than the actual monthly salary. This is because when calculating the basis salary, portions which are not a part of the stable salary, for example vacation bonus and leave compensation, are reduced from it. Also, a so-called pension insurance deduction is made from the salary, upon which the daily allowance is based on. The amount of the deduction in 2017 is 4,64 per cent of the salary, upon which the daily allowance is based on.

The income can be taken into account only when it is based on employment that accumulates the employment condition. For your salary to be taken into consideration as basis of daily allowance, the following preconditions have to be met:

  • The salary is taxable and earned in work done as an employee.
  • The salary is earned in work that meets the employment condition.
  • The statutory insurance payments have been deducted from the salary.
  • The salary is a part of your stable salary income and compensation for work done.

The salary income is taken into account according to the salary certificate that you have delivered to the fund. As a rule, the earnings-related daily allowance is supposed to reflect the level of income that you have had during the period that meets the employment condition, immediately prior to your unemployment. Thus, your salary income is taken into account from those 26 calendar weeks that immediately predate your unemployment and during which you have met the employee’s employment condition. However, the salary income is taken into account from a longer period, if the 26 calendar week’s period includes calendar weeks that do not fulfill the employment condition. This is because calendar weeks that do not fulfill the employment condition cannot be taken into account when defining the salary.

The amount of your earnings-related daily allowance is defined again when the new maximum period of daily allowance begins, when you fulfill the new 26 calendar week employment condition. However, the daily allowance is defined again only once per year. The amount of daily allowance is not defined again when the amount of daily allowance has been previously defined at the beginning of the previous maximum period and the next maximum period begins within a year from the beginning of the previous maximum period. If the definition of the level of earnings-related daily allowance is done again before the maximum period runs out, the level of daily allowance is protected by the so-called 80 per cent rule: The unemployment benefit that is defined by the new income information has to be at least 80 per cent of the daily allowance paid to you earlier. The level of earnings-related daily allowance changes yearly, when the basic part is scrutinized against the pension index.
